Communiqué des étudiants et étudiantes de l’IEP de Rennes suite à l’action menée contre la tenue d’une conférence de Mme Aliza Bin Noun, ambassadrice d’Israël en France

Hier, Jeudi 30 Mars 2017, devait avoir lieu à 11h une conférence de Madame Aliza Bin Noun, ambassadrice d’Israël en France, au sein de notre IEP rennais. La conférence n’était ouverte qu’aux étudiants de l’IEP et de nombreux agents de sécurité contrôlaient les entrées de l’établissement. En réponse à cette venue, une large partie des étudiants de l’IEP s’est mobilisée pour appeler au boycott de la conférence. Arrivés dans l’amphithéâtre, face à l’ambassadrice et à son service d’ordre, une centaine d’étudiants ont scandé des slogans réclamant la fin de l’occupation israélienne dans les territoires palestiniens. Suite à cela, des étudiants ont pris la parole afin d’expliquer les raisons de l’appel au boycott de cette conférence puis une majorité des personnes présentes ont quitté la salle.

Les étudiants et étudiantes de Sciences Po Rennes refusent formellement que l’établissement au sein duquel ils étudient serve de tribune à la porte-parole de l’État israélien. Israël, nous le rappelons, et un État colonisateur et raciste, dirigé par l’extrême droite et qui impose depuis des décennies un régime d’apartheid violent aux Palestinien-ne-s en dépit de l’indignation internationale. Madame Aliza Bin Noun a entrepris de faire le tour des IEP de France.

La démarche de l’ambassadrice paraît claire : il s’agit de lancer une campagne de justification de la politique israélienne envers le peuple palestinien au sein des IEP et des universités françaises. Ceci a pour objectif de nouer des liens entre les deux pays et de construire des partenariats universitaires. En effet, nous savons que deux importantes délégations de hauts représentants des grandes universités françaises se sont rendues récemment sur le campus de l’Université de Tel-Aviv, les 24 et 28 novembre 2016 dernier et ce en vu de renforcer la « coopération entre les établissements universitaires des deux pays ».(1)

Or, les étudiant-e-s de l’IEP de Rennes ne souhaitent qu’aucun partenariat ne puisse avoir lieu, ni aujourd’hui ni demain, tant qu’Israël ne répondra pas de ces crimes d’apartheid.

L’ambassadrice a répliqué sur twitter que nous préférions perturber la conférence plutôt que de rester dialoguer. A cela nous répondons qu’une telle remarque est inaudible de la part d’une personne qui a, en tant qu’ambassadrice, multiplié les pressions sur les villes et les universités française pour censurer la tenue de la semaine contre l’apartheid israélien (IAW) il y a de cela deux semaines (2). De plus, nous refusons l’hypocrisie qui consisterait à faire croire qu’il s’agit d’un conflit entre deux entités à force égale qui pourrait se régler par le dialogue. Il y a bien un occupant et un occupé. Face à un mur et à l’expansion journalière d’un projet colonial raciste et meurtrier, il n’est pas envisageable d’entamer un dialogue de quelque sorte qu’il soit.

C’est une campagne de boycott international qui a réussi à venir à bout du régime d’apartheid en Afrique du Sud. Pour cela, nous exigeons l’abrogation de la circulaire Alliot Marie interdisant la campagne BDS (Boycott, Désinvestissement, Sanctions) en France et nous revendiquons la nécessité d’un boycott total envers l’État d’Israël tant que les palestiniens et les palestiniennes n’auront pas accès à la liberté et à la dignité auxquelles ils et elles aspirent. Ainsi, nous appelons l’ensemble des étudiants, personnels administratifs, enseignants, personnels de direction des IEP et de toutes les universités de France à empêcher la venue de représentants de l’État israélien dans leurs établissements, et à refuser la conclusion d’accords de partenariats universitaires avec des entités gouvernementales israéliennes qui participent activement au maintien et au développement local du processus colonial.

Comme l’a dit Nelson Mandela :

« Notre liberté est incomplète sans la liberté du peuple palestinien ».

Communique by students of the Institute of Political Studies (IEP) in Rennes following their protest against the holding of a conference with Aliza Bin Noun, Israeli Ambassador to France

On Thursday 30 March 2017, a conference was to be held with Mrs Aliza Bin Noun, Israeli ambassador to France, on the premises of our institute in Rennes. This conference was open only to IEP students and numerous security agents were guarding the entrances to the establishment.   In reaction to her presence, a large number of IEP students demonstrated by calling for a boycott of the conference. Upon arrival in the amphitheatre, facing the ambassador and her security personnel, some 100 students chanted slogans demanding the end of Israeli occupation of the Palestinian territories. Students then took the floor to explain the reasons for the call to boycott this conference, after which the majority of the participants present left the amphitheatre.

The students of IEP Rennes formally refuse that the institution where they study should serve as a platform for a spokesperson of the Israeli State. Israel is a colonising and racist State, governed by the far right, and which has for decades imposed a violent apartheid regime on the Palestinians, in spite of international indignation.

Aliza Bin Noun is set to embark on a tour of the political studies institutes and universities in France. The ambassador’s plan seems clear: it is all about launching a campaign within those institutes and universities in order to justify Israel’s policies towards the Palestinian people. Its aim is to create ties between the two countries and to establish university partnerships. In fact we are aware that two large delegations composed of prominent representatives of major French universities recently visited the campus of Tel Aviv University on 24 and 28 November 2016 with a view to strengthening “cooperation between the universities of the two countries”. The students of IEP Rennes do not wish any such partnerships to take place, neither today nor tomorrow, as long as Israel does not answer for its crimes of apartheid.

The ambassador retorted on Twitter that we preferred to disrupt the conference instead of remaining for a dialogue. Our response is that such a remark is inaudible when it comes from a person who, in her role as ambassador, and just two weeks ago, was putting pressure on several French cities and universities, urging them to ban the holding of Israel Apartheid Week (IAW). Furthermore, we reject the hypocrisy of making believe that this is a conflict between two entities with equal power that can be resolved by dialogue. There is an occupier and there is an occupied. Faced with a wall and with the daily expansion of a colonial, racist and murderous project, it is impossible to envisage starting a dialogue of any sort whatsoever.

It was an international boycott campaign which succeeded in bringing an end to the apartheid regime in South Africa. We demand the repeal of the Alliot-Marie circular against the Boycott-Divestment-Sanctions (BDS) campaign and we assert the need for a total boycott of the State of Israel as long as the Palestinians are denied the freedom and dignity to which they rightly aspire. We thus call upon the students, administrative staff, teachers and managerial personnel of all the IEPs and universities around France to prevent visits by Israeli State representatives to their establishments, and to refuse any university-partnership agreements with Israeli governmental entities which actively contribute to the maintenance and development of the colonial process.

As Nelson Mandela said: “Our freedom is incomplete without the freedom of the Palestinian people”.

Boycott the colonial State!
